{"tool":"get_job","result":{"requisitionId":"988982","client":"Parkland","title":"Dir Compliance Investigations","description":"Location: 8435 Stemmons Bldg.<br><br><b>PRIMARY PURPOSE</b> <br><br>The Director of Compliance Investigations has responsibility for managing the effective implementation of specific components of Parkland's Ethics and Compliance Program ('Program') elements across the health system. The Director manages a team of compliance professionals responsible for developing, implementing and monitoring investigatory components of the Program to ensure compliance with federal healthcare program requirements, Parkland policy and the Code of Conduct and Ethics. This includes adherence to the requirements and guidance set forth by various regulatory authorities, such as the Office for Civil Rights (OCR), Office of Inspector General (OIG), the United States Department of Justice (DOJ) and the Centers for Medicare and Medicaid Services (CMS) and Texas Health and Human Services (HHS).<br><br> <b>MINIMUM SPECIFICATIONS</b> <br><br><b>Education</b><br><br><ul><li>Bachelor's degree is required, master's degree preferred.</li></ul><br><b>Experience</b><br><br><ul><li>Minimum eight (8) years' experience in healthcare operations or compliance, preferably with a large, multi-faceted healthcare company/system or academic medical center.</li><li>Experience in conducting workplace investigations involving complex compliance and ethics-related issues, managing third-party hotline procedures and data analytics, maintaining confidential communications, participating in attorney-client privileged reviews and similar activities associated with investigatory procedures.</li><li>Experience leading teams and supervising staff required.</li></ul><br><b>Equivalent Education and/or Experience</b><br><br><ul><li>May have an equivalent combination of experience and certification in lieu of specific education requirements.</li></ul><br><b>Certification/Registration/Licensure</b><br><br>Certification in healthcare compliance required and must be maintained as a condition of continued employment. Specifically, currently certified and in good standing with one of the following:<br><ul><li>Certified in Healthcare Compliance (CHC)</li><li>Certified Compliance and Ethics Professional (CCEP)</li><li>Certified Compliance Professional (CCP)</li><li>Certified Professional Compliance Officer (CPCO)</li><li>Certified in Healthcare Research Compliance (CHRC)</li><li>Certified in Healthcare Privacy Compliance (CHPC)</li></ul><br>Renewals must be submitted no later than 7 calendar days after the current expiration date.<br><br><b>Required Tests for Placement</b><br><br><ul><li>None</li></ul><br><b>Skills or Special Abilities</b><br><br><b>Skills:</b><br><br><ul><li>Excellent verbal and written communication skills</li><li>Able to create and deliver clear, concise and effective information to a diverse workforce through a variety of methods, such as formal training, audit reports, informational webinars, etc.</li><li>Mastery-level proficiency with Microsoft applications, telecommunications tools, software and applications most commonly used in the healthcare environment</li><li>Robust organizational skills with an attention to deadlines, details and accountability</li><li>Responds well under pressure; accepts delegation while simultaneously serving as a coach/mentor/supporter to subordinates</li><li>Excellent critical-thinking skills with intuitive ability to appropriately escalate matters based on potential risk to the organization</li><li>Appreciation for the confidential nature of compliance-related and attorney-client privileged matters; fosters a balanced 'need to know' work environment in support of Program objectives</li></ul><br><b>Special Abilities:</b><br><br><ul><li>A leader who will demonstrate, through word and action, commitment to the Parkland Mission, Vision, Mandate, Values and Code of Conduct</li><li>An individual with high personal and professional integrity</li><li>A leader who will inspire confidence with key stakeholders, build consensus, influence others, maintain credibility and effectively lead teams</li><li>A team player and good listener who values the input of others and their contributions</li><li>An energetic, results-oriented individual who is equally innovative, creative and demonstrates a good sense of humor that is appropriate for the work environment, not abusive or offensive.</li></ul><br><b>Responsibilities</b><br><br><ul><li>Development, implementation, education, monitoring and continuous improvement of the core investigatory components of an effective compliance program, including but not limited to: a.policies, procedures and standards designed to identify, prevent and detect illegal, unethical or improper conduct or ineffective operational procedures that create compliance risk b. robust operational auditing and monitoring procedures designed to respond to alleged violations of law or regulations, policies, procedures and the Code of Conduct c. robust corrective action development and monitoring procedures to remediate identified violations d. formal education, training and communications regarding compliance program matters that are designed for a diverse workforce e. risk assessment procedures f. annual work plan activities g. metrics or key indicators of operational performance h. partnerships with organizational leaders to facilitate timely reporting of potential compliance risk i. fostering a 'speak up' culture free from retaliation j. compliance and ethics reporting ('hotline') activities k. conflicts of interest disclosure program l. federal exclusion screening program</li><li>Under the direction of the Chief Compliance and Ethics Officer, manages activities of the Disclosure Program designed to facilitate reporting of potential compliance matters via the Parkland Integrity Line ('hotline'). This includes timely triage, management and resolution of case reviews and periodic internal reporting to the Chief Compliance and Ethics Officer and compliance committees.</li><li>Manage cross-functional intradepartmental teams focused on compliance activities in setting and managing milestones and deliverables to achieve stated outcomes</li><li>Manage timely completion and quality outcomes associated with interdepartmental performance indicators, work plan activities and other operational responsibilities of the Program</li><li>Coordinate timely and accurate responses to third-party audits and/or inquiries, including government agencies and contractors</li><li>Monitor the external environment to ensure timely assessment of regulatory guidance, adherence to specific requirements and the implementation of industry best practice</li><li>Select, train, motivate, supervise, coach, mentor and develop employees</li><li>Chair or Co-Chair various compliance committees as necessary</li><li>Perform other duties that may be necessary or in the best interest of the Program and organization</li></ul><br><b>Job Accountabilities</b><br><br><ul><li>Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.</li><li>Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.</li><li>Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.</li><li>Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.</li><li>Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.</li><li>Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities.
