{"tool":"get_job","result":{"requisitionId":"987936","client":"Parkland","title":"Senior Clinical Quality Program Manager","description":"Location: Moody Outpatient Center<br><br><b><b> Full Time Position: 8hr (Monday-Friday; 8am-5pm) </b></b><br><br>Primary Purpose<br>Responsible for performing advanced work in the coordination, implementation, and evaluation of Parkland's assigned quality management program (QMP). Will assist QMP's leadership in supporting the Quality, Safety, and Performance Improvement Plan for the entire health system. Key responsibilities include but are not limited to medical record reviews, data analysis, interpretation, benchmarking, and reporting of pertinent clinical quality outcomes relevant to monitoring, performance improvement, and achievement of publicly reportable data and strategic initiatives for the organization. Serves as a subject matter resource, facilitator, and/or consultant regarding quality reporting. Ensure compliance with standards established by professional quality organizations, national, state, and local regulatory agencies, and institutional policies and procedures. Act as a resource by mentoring, guiding, and supporting colleagues within the Quality and Safety Division as well as across the organization. Performs duties and responsibilities in a manner consistent with our mission and values.<br><br>Minimum Specifications<br><br>Education<br><ul><li>Bachelor's degree in Nursing or other clinical related field required.</li></ul><br>Experience<br><ul><li>Must have six (6) years of experience in a clinical setting within a complex multiple-campus healthcare setting.</li><li>Must have six (6) years of quality, safety, and/or performance improvement-related experience within a clinical setting.</li><li>Must have six (6) years of project management experience managing large or complex projects.</li></ul><br>Equivalent Education and/or Experience<br><ul><li>An equivalent combination of education/experience in lieu of specific education and/or experience may be considered.</li></ul><br>Certification/Registration/Licensure<br><ul><li>Must have or obtain Certified Professional in Healthcare Quality (CPHQ) certification within 24 months of placement in position.</li><li>For RNs: Must have current, unrestricted RN license or temporary RN license from the Texas Board of Nursing or have a valid Compact RN license, or ability to obtain within 90-days of hire.</li></ul><br>Required Tests for Placement<br><ul><li>None</li></ul><br>Skills or Special Abilities<br><ul><li>Must demonstrate an ability to utilize Project Management and other performance improvement methodologies.</li><li>Must be proficient in analysis of data using sound statistical analysis.</li><li>Must lead and manage multi-disciplinary meetings and projects.</li><li>Must have excellent verbal and written communication skills and communicate effectively with both internal and external customers</li><li>Must be detail-oriented, self-motivated and have excellent organizational and presentation skills with the ability to manage multiple projects and timelines.</li><li>Must be proficient in MS Office (Word, Excel, and PowerPoint) software.</li><li>Must work effectively as part of a team and on an independent basis with an emphasis on commitment to excellence and high reliability.</li><li>Must have a high degree of flexibility and adaptability.</li><li>Must demonstrate ability to apply critical thinking and problem-solving skills.</li><li>Must demonstrate excellent professional etiquette, and adherence to the behavioral standards, dress code, attendance policy, and code of conduct at all times.</li><li>Must have strong database management skills.</li><li>Must demonstrate understanding of high reliability principles through the use of tools and behaviors that promote patient safety.</li></ul><br>Responsibilities<br><ul><li>Work independently to research and apply industry logic and governance within cross functional and interdisciplinary teams. Use appropriate performance improvement tools for stakeholder education to assist in the identification and analysis of opportunities for improvement (OFIs).</li><li>Analyze data to recognize potentially important relationships or statistically significant variation in processes or outcomes that may impact Parkland's quality and improvement programs and organizational strategic priorities.</li><li>Consult with departments to jointly create action plans regarding identified OFIs which include but are not limited to patient safety indicators, mortality, core measures, readmissions, strategic priorities, and publicly reportable clinical data that impacts CMS quality payment models. Inform and educate senior leadership of the action plans developed to ensure aligned priorities.</li><li>Serve as the subject matter expert for stakeholders by regularly communicating with leaders of interdisciplinary cross functional departments regarding quality reporting (i.e., clinical, financial, operational).</li><li>Conduct data analysis to determine performance trends and proactively recommend improvements and/or corrective actions using evidence-based and best practices.</li><li>Utilize High-Reliability skills to provide strategic alignment of quality system reporting, data validation, and provide visibility to current and anticipated quality data trends within the defined department.</li><li>Mentor and train Quality Program Managers and act as a resource for the organization.</li><li>Stay fully versed in quality management strategies and work autonomously in the areas as assigned.</li><li>Provide oversight and subject matter expertise through maintaining current knowledge of guidelines and recommending improvements for abstracted and electronic measures as well as publicly reported measures to meet organizational strategic initiatives and quality and safety goals.</li><li>Oversee inter-rater reliability to ensure data accuracy and integrity.
