Solicitate bids while following established policies and procedures.<br><br> <b>MINIMUM SPECIFICATIONS</b> <br><br><b>Education</b><br><br><ul><li>Prefer Bachelor's Degree in Business Administration, Healthcare or related field.</li></ul><br><b>Experience</b><br><br><ul><li>Must have five (5) years of healthcare purchasing and/or buying experience.</li><li>Prefer experience with Enterprise Resource Planning (ERP), infor, and related supply chain technologies.</li></ul><br><b>Equivalent Education and/or Experience</b><br><br><ul><li>May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.</li></ul><br><b>Certification/Registration/Licensure</b><br><br><ul><li>Prefer certification as a Certified Materials & Resource Professional (CMRP) or certification from a nationally recognized accrediting agency.</li></ul><br><b>Required Tests for Placement</b><br><br><ul><li>None</li></ul><br><b>Skills or Special Abilities</b><br><br><ul><li>Must be able to demonstrate strong verbal and written communication skills, negotiation, and analytical skills to interact with vendors, internal-customers and departmental team members.</li><li>Must have knowledge of contract law as well as terms and conditions, procurement, regulations, policies and procedures.</li><li>Must know methods of purchasing, supplier partnership, inventory control, shipping, receiving, accounts payable, and basic project management.</li><li>Must be proficient in word processing, spreadsheet and database management software packages.</li><li>Must be able to organize and work effectively with others.</li></ul><br><b>Responsibilities</b><br><br><ul><li>Conducts the complete acquisition cycle, to include specification development requests for proposals or bids, cost/price analysis, negotiations, PO award, management and closeout. Determines the appropriate procurement instrument for PO execution.</li><li>Monitors and manages the performance of suppliers including but not limited to shortages, overages, damages, timely delivery of shipments, etc.</li><li>Ensures capital purchases are delivered per contract target milestones and performs necessary follow-up with the vendor.</li><li>Works with business stakeholders for capital and non-capital purchases of goods and services.</li><li>Reviews and analyzes products in assigned commodities and identify opportunities for standardization.</li><li>Validate product pricing with Group Purchasing Organization (GPO) contracts and/or benchmarking data and negotiate with the vendors, if applicable, to obtain best pricing.</li><li>Participates as a member on various department teams by providing procurement guidance in accordance with compliance, policies, and procedures.</li><li>Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the purchasing administration area. seeks advice and guidance as necessary to ensure proper understanding.</li><li>Stays abreast of the latest developments, advancements and trends in the field of purchasing administration by attending seminars or workshops, reading professional journals and actively participating in professional organizations or maintaining certification and integrates knowledge gained into current work practices.</li><li>Identifies ways to improve work processes and improve customer (internal as well as external) satisfaction.
